With 30 years of diverse professional experience, Jay has successfully planned and implemented over $30 billion of investment that included large-scale urban redevelopments, complex Federal and Military projects, and rebuilding critical infrastructure. Jay’s broad experience is based upon his leadership which includes directly managing capital investment programs with budgets nearly $8 billion including developing over 10,500 units of housing, many of which targeted very low income residents, including 9,300 public housing units. Jay led the planning, entitlement approval and execution for the development of new Federal facilities, and medical, educational, cultural, commercial and residential developments in more than 31 communities and 20 states.
