Jay has successfully planned and implemented large-scale redevelopments, complex Federal and Military projects and rebuilt critical infrastructure. His broad experience is based upon his leadership, which includes directly managing capital investment programs with budgets near $8 billion, including developing over 10,500 units of housing, many of which targeted very low income residents, including 9,300 public housing units.

Working more more than 31 communities and 20 states, Jay has led the planning, entitlement approval and execution for the development of new Federal facilities as well as medical, educational, cultural, commercial and residential developments.
