Federal and District of Columbia Government Real Property Act of 2006

While serving in the Deputy Mayor’s Office for Planning and Economic Development (DMPED), Jay led the implementation of the landmark Federal and District of Columbia Government Real Property Act of 2006.  Jay served as primary negotiator for transfer of over 150 acres of Federally-owned land along the Anacostia River from National Park Service (NPS) and General Services Administration (GSA). 

Included in the transaction was Boat House Row and Poplar Point from NPS and Reservation 13 (later know as Hill East) from the GSA. The negotiation included a variety of obligations required in the legislation as well as addressing the Federal governments obligations under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).
