Jay led a team of real estate and planning professionals that successfully managed Michigan’s most successful land bank disposing of over 3,000 state-owned, tax-forfeited properties in under three years. 

Prior to Jay’ s involvement, the State of Michigan had been auctioning properties in its portfolio, many of which were purchased by speculators and later returned to the portfolio.  Under contract with the Michigan State Housing Development Authority (MSHDA), Jay developed policies for an effective approach to disposing to properties that would allow for expeditious and affordable transfer and encourage swift investment. 

Jay’s team developed a screening process for applicants, reviewed applications, made recommendations to MSHSA for disposition, collected acquisition funds, prepared and recorded deeds and delivered title to purchasers Jay’s team also had responsibility for inspecting over 12,000 properties in the portfolio and making recommendations on use of the State’s limited demolition funds.
