As part of the General Manager's leadership team, Jay provided executive oversight and strategic recommendations for all contract management activities.  He led numerous innovation, process improvement, auditing and cost saving initiatives as well as identified alternative revenue sources intended on reducing the burden on ratepayers. 

Within the Administrative Services cluster, Jay assisted the agency’s Procurement Department with the development of fraud prevention while also strengthening of contract procedures and the establishment of an electronic strategic sourcing system and improving working directly with Fleet Management on right-sizing rolling stock assets and improving automation. 

His capital program management expertise was used to provide oversight and insight on the agency’s $880 million water utility infrastructure investment program being by the agency’s Engineering Department.
