Northwest #1 - New Communities Initiative

New Communities Initiative (NCI) is a District of Columbia government program designed to revitalize severely distressed subsidized housing and redevelop neighborhoods into vibrant mixed-income communities.  Several of the developments in the project site bordered by K Street, M Street, North Capital and New Jersey Avenue, in the District’s Northwest quadrant including troubled housing developments that were at risk for foreclosure. 

The Northwest One redevelopment planning process began in 2004 and culminated in a redevelopment plan that was adopted by DC Council in 2006 and shortly thereafter, Jay joined the Office of the Deputy Mayor for Planning and Economic Development (DMPED) and developed the financing strategy, adding more density and proposing other higher and better uses for public controlled parcels on the eastside of North Capitol Street, including the National Capital Revitalization Corporation and District of Columbia Housing Authority Headquarters. 

Since then, the neighborhood is now home to National Public Radio, a new Walker-Jones Education Campus was developed including a recreation center, library and playfields along with residential developments - 2M Street, The SeVerna on K and the John and Jill Ker Conway Residence – which Jay also was helped implement.

Jay was also a member of the New Communities’ planning teams for both Barry Farm and Lincoln Heights.
