While the Department of Housing and Urban Development had foreclosed and was to take over the Detroit Housing Department, the City’s leadership successfully negotiated a turn-around plan which included the recruitment of private-sector professionals to lead that effort. In 1996, Jay was joined by the troubled Detroit Housing Commission as part of that turn-around team.
As the highest civil servant in the agency’s Modernization and Development Division, Jay led the genesis of the master plan and application of Herman Gardens’ successful HOPE VI award while overseeing both the Jeffries and Parkside HOPE VI redevelopments.
As the Assistant General Manager of the Division, Jay supervised 25 staff and legions of consultants to implement an unprecedented $400 million investment in 9,000 units on 21 sites across Detroit’s 144 square miles.
