Harvey Disaster Recovery

In the summer of 2018, J+A joined the Enterprise Community Partners (Enterprise) Team to assist the City of Houston Housing and Community Development Department (HCDD) and Harris County Community Services Department (CSD) establish a critical framework as each agency prepared to receive over $1 billion of Community Development Block Grant-Disaster Recovery (CDBG-DR) funds from the US Department of Housing and Urban Development. The CDBG-DR funds are necessary to support the regions recovery from Hurricane Harvey and are a portion of the over $5 billion allocated to Texas General Land Office (GLO).
J+A led and supported several components of the work, including program design, organizational design, staff capacity and coaching and provided advice and counsel to each agency related to proposed scope and timing of numerous procurements.
In addition, J+A designed, coordinated and facilitated several all-day workshops and planning sessions with each agency and peers, to identify and examine the costs necessary to deliver the programs. The workshops and their outcome were critical to confirm both agencies could be successful at administering the programs within the financial parameters outlined by the Texas General Land Office and to provide the basis for negotiations with the GLO and HUD.
J+A’s work supported the continued efforts of Enterprise as the County and the City completed their Action Plans.
