NAVFAC Washington plans, builds and maintains sustainable facilities and delivers best-value public works, utilities, transportation, environmental, real property, energy and facilities engineering and acquisition services to support Naval District-Washington, Navy, Marine Corps and Joint Installations; and Federal activities throughout the National Capital Region.

As the Lead Planning Professional at Naval Facilities Engineering Command (NAVFAC)-Washington, Jay had responsibility for 10 Navy, Marine and Air Force installations in the Naval District Washington Command.  Jay streamlined, re-engineered and improved the Navy’s operating posture in National Capital Region through his leadership of a multi-disciplinary team of design, engineering and construction professionals. Collaboratively, his team planned and implemented over 30 capital improvement and new construction projects totaling $520 million. 

He secured approvals for over 30 projects in just 7 months, all of which required Section 106 consultation with State Historic Preservations Offices in DC, Virginia and Maryland as well as approvals from the National Capital Planning Commission and the Commission of Fine Arts.
